In August, Jawad Khouir was found guilty by a jury of violently raping a woman at her home in Boulder. Now, after skipping his sentencing hearing, the convicted sex offender is on the run and has landed on Boulder police's most wanted list.

According to prosecutors, Khouir was in a brief relationship with a woman early in 2011. The woman was about to break off that relationship, but in, February 2011, Khouir asked to come over for dinner.

After dinner, Khouir sexually assaulted her when she refused to have sex with him, and threw her on the ground and briefly strangled her.

The victim initially didn't report the crime, but Khouir kept calling and e-mailing. At first, prosecutors said, the e-mails were apologetic, but then became threatening, and when Khouir started showing up at her workplace, she took the case to police.

On Aug. 1, Khouir was convicted by a jury of sexual assault with force, felony menacing, third-degree assault and two counts of harassment.

But Khouir -- who was free on $20,000 bond -- never showed up to his Oct. 25 sentencing, and authorities have been on the hunt for him ever since.

A Moroccan citizen, Khouir was required to forfeit his passport upon posting bail, but investigators are not sure whether he is still in Boulder.

Deputy District Attorney Katharina Booth -- who prosecuted the case -- said authorities are especially worried about the possibility Khouir could target another woman.

According to the victim, while he was assaulting her, Khouir made general statements about American women needing to be "disciplined," and a risk assessment found he showed violent tendencies toward women.

"For those reasons, we've taken extra steps in trying to apprehend him," Booth said.

Booth said the Boulder County District Attorney's Office has been in constant contact with the victim since Khouir failed to appear for his sentencing. A warrant for his arrest was issued and bond was set at $1 million.

Police say Khouir also goes by the name Jawad Chafik. He is described as a white male, 5-feet-5-inches tall, weighing 140 pounds with brown hair and brown eyes

Anyone with information about Khouir is asked to call Boulder police Detective Jack Gardner at 303-441-1851.
